The second Day of the workshop was Thursday October 13th, 2016 where Dr. Joseph B. Berger continued with a lecture on Theories of Leadership based on identified priority areas. This was followed by a powerpoint presentation which formed the basis for discussions. The groups came up with the following proposed answers to questions asked in priority areas here below:-

Priority Area One: Increased Quality of Human Resource.

The ultimate goal of this priority area is to overcome the constraints of currently existing low academic qualifications of instructors in the universities with a view to attaining at least 80% of staff population being of Masters degrees and above within the next eight years. Success will be achieved when universities accomplish a status where 80% of total staff population hold Masters degrees and above, and least 10% of our staff population hold PhD degrees over the next 8 years.

The underlying values were identified as Peace and Development; Democracy; Civic Education; Equality and Equity; Good governance and Leadership; and Brain gain. Several stakehorlders have their expectations in this aspect such as Staff hope for vertical growth & development; Students expect excellent quality education; Communities hope for sustainability; Governments expect adherence to standards and improvement of existing standards; INGOs and LNGOs expect proper fund utilization, & transparency while Academic Partner institutions expect improvement and upholding of academic excellence.

Group One SomaliREN Members from Benadir University, Puntland State University, Simad University and University of Burao, together with Hanni S. Thoma from UMass Amherst who provided a lead role in the direction of teh discussions.[Thursday October 13th, 2016]

Priority Area Two: Improved infrastructure and Facilities

The ultimate goal of this priority area is to properly equip existing science laboratories and stock the libraries with updated reading material, including installation of internal university and e-library connections with other content providers in order to benefit from their digital material.

Success will be achieved when the universities have well-equipped libraries, science laboratories and sufficient reading resources and materials. The underlying values are Achievement of good reading habits and culture; Availability and easy access to up to date literature and information; Stakeholders expectations inlcude: Students and staff expect better equipped libraries and science laboratories; Communities, governments and academic partner institutions expect improved and sustainable academic performance; while INGOs and LNGOs hope for efficient allocation of resources and improvements in university welfare.

Group Two SomaliREN Members from Mogadishu University,  Gollis University and East Africa University, together with Mr. Mohamoud F. Egal, President of Amoud Foundation who played a lead role in guiding the direction of the discussions. [Thursday October 13th, 2016]

Priority Area Three: Strengthening of Research Capacities

The ultimate goal of this priorrity area is to build capacities of existing researchers and staff at the universities and to contextualize research activities and prioritizing their potential to meet local goals while also maintaining focus on meeting international goals.

Success shall be achieved when universities are able to competently undertake basic and applied research, while prioritizing the research areas in local context but also maintaining focus on the wider international agency goals.
Stakeholders variously expect Prioritization of need of locals and contextulaized approach to designing research activities and areas focusing first and primarily on local needs; maintaining of international standards and aiming at achieving goals set by international partner agencies; Students & staff hope for growth & development in their individual research capacities; Communities and governments hope for close engagement, consultations and maintenance of ethics in handling of research activities; INGOs and LNGOs expect collaborations in research areas while Academic partner institutions expect improved sustainable research capacities from the universities.
